This also has to do with sellers expectations. Sellers maybe know what the home is worth but they are expecting to beat that.

MOTIVATION
The lowest level of motivation is they are actually happy in their home, then maybe they should stay.
They want to sell but they don't want to do it at a loss.
The main level of motivation is the "must move" situation. Baby on the way, new job, family change, whatever it is that makes them motivated to sell.
The most serious level of motivation is sellers that are on their way to foreclosure and must sell.
Questions you need to ask yourself if you don't know if you are motivated enough are:

Am I at risk for foreclosure?
What is the real reason you are motivated? Is it the money? If you think it's because you "need the money" Maybe consider the emotions behind the move rather than the money
